WQ.153/2026

WRITTEN QUESTION TO THE CHAIR OF THE STATES EMPLOYMENT BOARD

BY DEPUTY T.A. COLES OF ST. HELIER SOUTH

QUESTION SUBMITTED ON MONDAY 14th SEPTEMBER 2026

ANSWER TO BE TABLED ON MONDAY 21st SEPTEMBER 2026

Question

"Further  to  Oral  Question  68/2026,  in  relation  to  two  senior  public  servants  leaving  Government employment, will the Chair advise the specific dates when the States Employment Board received the business cases for the organisational changes which led to their departure?"

Answer

The business cases relating to the two senior posts were presented to the current States Employment Board on 28th July 2026.

This resulted from work that commenced in August 2025, when the Chief Minister asked the Chief Executive Officer to begin examining the level of growth and expenditure in the public sector workforce between 2018 and 2024 and to provide advice to the Council of Ministers on options to streamline the public service. The expectation was that a model would then be considered for implementation by the new Council of Ministers after the 2026 election.

The changes enable the Government to coordinate the leadership, expertise and resources required to implement the Time To Win programme, a priority commitment enhancing Jersey's financial and related professional services sector. The change to one of these posts supports improved strategic coherence of the various Government teams that work with this sector. The other post change supports the new internal reporting lines of the regulation team.
