WQ.154/2026
WRITTEN QUESTION TO THE MINISTER FOR TREASURY AND RESOURCES
BY DEPUTY M.B. ANDREWS OF ST. HELIER NORTH
QUESTION SUBMITTED ON MONDAY 14th SEPTEMBER 2026 ANSWER TO BE TABLED ON MONDAY 21st SEPTEMBER 2026
Question
"Will the Minister commit to ensuring that the States Grant to the Social Security Fund is reinstated to its full formula value before the end of this term of office and, if he cannot make such a commitment, will he explain why not?"
Answer
Members should be in no doubt about my commitment, and that of the Council of Ministers, to ensuring that our Social Security system is properly funded and sustainable for the long term.
I cannot, however, responsibly commit today to restoring the States Grant to its full formula value before 2030, although I would hope that it may be possible to do so earlier if circumstances allow. Important strategic and actuarial reviews of the Social Security Funds are already under way and are expected to report in the Spring of 2027. Those reviews will provide updated long-term projections for the Funds and consider the appropriate balance between contributions and States funding, while recognising the important role of the Social Security Reserve Fund in providing resilience for future generations.
I do not believe that the Reserve Fund should be regarded as a substitute for appropriate ongoing funding of Social Security. It would therefore be premature to make a firm commitment on the precise level or timing of the States Grant before the actuarial evidence is available. Once the reviews have concluded, their findings will inform the Government's longer-term financial planning.
The temporary reduction in the Grant is due to end in 2030. If the evidence and the wider public-finance position support an earlier restoration, that should be considered.
Our objective is to ensure that Social Security is appropriately funded for the long term, while taking decisions on the basis of the best available evidence and maintaining responsible management of the public finances.
