WQ.163/2026

WRITTEN QUESTION TO THE MINISTER FOR SUSTAINABLE ECONOMIC

DEVELOPMENT

BY DEPUTY M.B. ANDREWS OF ST. HELIER NORTH
QUESTION SUBMITTED ON MONDAY 21st SEPTEMBER 2026 ANSWER TO BE TABLED ON MONDAY 28th SEPTEMBER 2026

Question

"Will the Minister advise whether there are any barriers which would prevent DFDS or Condor Ferries from operating inter-island, and, if so, what action he will take to address any such obstacles?"

Answer

There are no legal or contractual barriers which would restrict any operator from providing an inter-island service to Jersey.

Jersey's Sea Transport Policy allows any ferry operator to apply for a ramp licence to operate inter-island services  between the  Bailiwicks  of Jersey  and  Guernsey.  The  Harbour Master  can  then  assess  the application, foremost on the basis of safety, and issue any ramp licence accordingly.

The Island's Concession Agreement with DFDS is publicly available and relates only to the Northern and Southern routes to the UK and France respectively.

I have held positive discussions with my counterpart in Guernsey and we are aligned on the need to work together, and with ferry operators, to identify opportunities for improving sea and air connectivity between the islands.
