Question

"Further to Written Question 151/2026, regarding the financial sustainability of Andium Homes, will the Minister advise –

  1. what proportion of the £130 million available to Andium Homes under the Revolving Credit Facility is committed or earmarked to cover existing contractual obligations;
  2. the minimum required balance of the Revolving Credit Facility to ensure compliance with Andium Homes's Treasury Management Policy; and
  3. the funding available to Andium Homes for new capital investments?"

Answer

  1. Andium Homes' existing contractual obligations are covered through a combination of borrowing and property sales. Of the £130 million of remaining liquidity, approximately £20 million, or 15%, is currently committed to meeting these obligations. This amount may change depending on the timing and value of property sales and other business transactions, including the proposed transfer of homes and tenancies from the Christians Together in Jersey Housing Trust ("CTJ").
  2. The minimum required balance is not fixed. Under Andium Homes' Treasury Management Policy, it is based on forecast contractual capital expenditure for the next 18 months and 2 months of operating expenditure. The minimum balance therefore changes as these forecasts are updated. The forecast funding required at the end of June 2026, the majority of which will come from borrowing, was £68m. With CTJ included, this increases to £86m.
  3. New capital investments are subject to established viability requirements, including continued compliance with the Treasury Management Policy. This ensures that sufficient funding remains available to meet contractual capital expenditure over the next 18 months. Andium Homes currently has sufficient liquidity to fund its immediate priorities. Any further projects would be subject to a viability assessment when they are brought forward and would likely require additional funding.
