WQ.184/2026

WRITTEN QUESTION TO THE MINISTER FOR INFRASTRUCTURE

BY CONNÉTABLE OF ST. JOHN

QUESTION SUBMITTED ON MONDAY 5th OCTOBER 2026 ANSWER TO BE TABLED ON MONDAY 12th OCTOBER 2026

Question

"In accordance with the Service Level Agreement between Children, Young People, Education and Skills (CYPES') and Jersey Property Holdings, will the Minister –

  1. advise whether monthly income declarations have been completed for each month that CYPES' educational facilities have been leased on a short-term basis; and
  2. provide a breakdown of the monthly income declared from each CYPES' facility leased on a short- term basis over the previous 12 months?"

Answer

All buildings within the CYPES estate are owned by Jersey Property Holdings, who similarly operate all leases. Educational facilities are not formally leased to any third party, and no lease income is therefore received. Accordingly, no declarations are completed or received in this respect.

Educational establishments do hire out facilities, although such bookings do not constitute a lease arrangement. The terms for third party use of educational facilities are set out here – Policy for third party use of Education premises.

At present, responsibility for the hire of educational facilities rests with individual institutions, and the reporting of income follows that scheme of delegation.

The effective and co-ordinated use of the public estate is a priority for the new infrastructure ministerial team, as it was for the Connétable during his time as Minister. This includes ensuring that public property is being utilised effectively at all times for the benefit of the community, and that income received for the use of public facilities contributes towards the long-term upkeep and maintenance of those facilities. Work is ongoing in these respects and we would welcome the opportunity to work with the Connétable to achieve our mutual objective.
