WRITTEN QUESTION TO THE CHIEF MINISTER

BY DEPUTY S.J. GLEAVE OF ST. HELIER SOUTH
QUESTION SUBMITTED ON MONDAY 5th OCTOBER 2026 ANSWER TO BE TABLED ON MONDAY 12th OCTOBER 2026

Question

"In relation to staff savings contained within the Proposed Budget 2027-2030, will the Chief Minister advise, for Ministerial and non-Ministerial departments –

  1. all posts that are to be removed or are proposed for removal, expressed as full-time equivalent (FTE') positions and broken down by occupied, funded vacant and unfunded vacant roles, and the effective dates of the removal of each role;
  2. for each category of role, the expected net saving for 2027 and the full-year recurring saving against baseline  staff  costs,  as  well  as  detail  of  existing  vacancy  allowances,  redundancy  costs, redeployment costs, and any associated temporary, agency or consultancy role expenditure;
  3. the corresponding reduction in departmental budgets and whether this funding has been retained or reallocated by departments, transferred out of a department or removed from overall proposed expenditure for each year from 2027 to 2030;
  4. expected  changes  in  the  number  of  occupied  FTE  roles,  employee  headcount,  and  payroll expenditure (net of any new or replacement FTE); and
  5. whether there are any overlaps between staff savings identified in the proposed Budget and those detailed in earlier savings programmes, and if so, what the overlaps are?"

Answer

  1. Accountable Officers are currently working with their senior teams to determine how savings will be implemented in 2027. The precise impact on individual posts will be known once this work has completed and proposals have been finalised.
  2. Accountable Officers are currently working with their senior teams to determine how savings will be made. This information is therefore not available.
  3. Savings proposals are detailed by Head of Expenditure in the Proposed Budget 2027-2030 (see p.109). Departmental cash limits have been reduced in line with these proposals. Departments are expected to deliver all existing functions within the reduced cash limit.
  4. The precise impact on FTE and headcount will be known when the plans for the delivery of savings have been finalised.
  5. The funding for a post may only be applied once to a savings target, so it is not possible to have any overlaps with earlier savings programmes.
