WQ.202/2026

WRITTEN QUESTION TO THE MINISTER FOR ECONOMIC DEVELOPMENT

BY DEPUTY M.B. ANDREWS OF ST. HELIER NORTH

QUESTION SUBMITTED ON MONDAY 12th OCTOBER 2026 ANSWER TO BE TABLED ON MONDAY 19th OCTOBER 2026

Question

"In relation to the Schedule 1 of Government of Jersey and DFDS Jersey Sea Connectivity Concession Agreement, requiring that Northern Route and Southern Route vessels accommodate not less than 120% of historic 2023 passenger, vehicle and freight volumes (p. 54), will the Minister advise –

  1. which organisation(s) holds the 2023 dataset mentioned in Schedule 1 and whether this information is publicly available, and if not, why not;
  2. whether any compliance reviews were undertaken during 2025 and 2026, and if none, why not; and
  3. whether any shortfalls in passenger, vehicle or freight volumes were recorded, or remedial action required?"

Answer

  1. The 2023 passenger, vehicle and freight data referenced in Schedule 1 was provided by Ports of Jersey Li mited as part of the procurement process undertaken during 2024. This information was made available to bidders during both the Joint Channel Islands procurement and the subsequent Jersey-only procurement process and was used in establishing the minimum capacity requirements incorporated into the Concession Agreement.

Helpful headline figures relating to 2023 freight and passenger volumes are available in Ports of Jersey Ltd's 2023 Annual Report.

The requirement for vessels serving the Northern and Southern Routes to accommodate not less than 120% of 2023 passenger, vehicle and freight volumes is intended to ensure that the contracted fleet provides sufficient capacity to accommodate future growth in demand above 2023 baseline levels.

  1. Government  officers  have  reviewed  DFDS's  deployed  fleet  against  the  contractual  capacity requirements contained within Schedule 1 of the Concession Agreement.

The combined passenger, vehicle and freight capacity available across DFDS's freight-only, Ro- Pax and high-speed vessels operating under the concession has been assessed as meeting the minimum  capacity  requirements  specified  in  the  Agreement.  No  fleet  changes  have  been implemented since March 2025 that would alter that assessment.

  1. No instances of non-compliance with the Schedule 1 capacity requirements have been identified. Accordingly, no remedial action has been required in relation to those provisions.
