WRITTEN QUESTION TO THE MINISTER FOR ECONOMIC DEVELOPMENT

BY DEPUTY M.B. ANDREWS OF ST. HELIER NORTH

QUESTION SUBMITTED ON MONDAY 12th OCTOBER 2026 ANSWER TO BE TABLED ON MONDAY 19th OCTOBER 2026

Question

"Will the Minister detail the specific actions he intends to take to grow the economy during this term of office?"

Answer

It is important to note at the outset that economic growth is delivered by individual businesses and Islanders. The role of government is to provide the right environment to enable businesses to thrive and to remove barriers where these are identified.

To achieve real economic growth, we need to deliver the Time to Win initiative to enable growth in our financial and related professional services sectors and also to mobilise the existing, non-financial services sectors of our economy. We are currently undertaking an assessment on the principal barriers to Jersey's competitiveness and what actions can be taken to correct this.

A number of actions have already been identified, such as those included within the Common Strategic Policy 2026-2030 which includes a number of specific objectives relating to restoring competitiveness and I will be working with the newly established Economic Growth Group to deliver these in the coming months.

We will also be looking to make the most of our Regulators and Arm's Length Body organisations to ensure that regulation is proportionate and businesses have access to the advice and support they need.

My department will also continue to work with Ports of Jersey and our neighbouring jurisdictions to safeguard and enhance the Island's air and sea connectivity and open up new business opportunities.

In addition to the above I am working to support a number of emerging sectors which support high-value, low-footprint exports and I hope to be able to outline in further detail during the coming months.

More broadly there needs to be a collective focus from across Government and the States Assembly to manage inflation and cost pressures which effect the cost of doing businesses in Jersey and, ultimately, the cost of living for Islanders.
