WQ.210/2026
WRITTEN QUESTION TO THE MINISTER FOR INFRASTRUCTURE BY DEPUTY T.A. COLES OF ST. HELIER SOUTH
QUESTION SUBMITTED ON MONDAY 12TH OCTOBER 2026 ANSWER TO BE TABLED ON MONDAY 19TH OCTOBER 2026
Question
"Will the Minister provide details of the analysis, consultation and evidence that informed the decision to make the temporary traffic arrangements at the junction of Clarence Road and Pleasant Street permanent?"
Answer
The Clarence Road scheme forms part of the Bagatelle Safer Routes to School project and is an important part of a strategic walking route, with connections between the Bagatelle area schools and Town.
The Bagatelle Safer Routes to School project was developed following an island wide online engagement exercise in 2022 (summary available online: Bagatelle Road Safer Routes to School Engagement Summary Report.pdf) and completion of school travel reports in consultation with schools (reports available online: School Travel Reports). This engagement identified opportunities for road safety and active travel measures including the provision of a pedestrian crossing outside Victoria College Preparatory School.
Pedestrian and traffic counts undertaken in November 2024 to inform a potential crossing scheme showed that over 370 pedestrian crossing movements take place adjacent to the Victoria College Preparatory School during each of the school morning and afternoon peak hours.
Proposals for a crossing on Clarence Road were sent to 832 local households in February 2025 with a public drop-in held in March with over 20 attendees. Following feedback received from residents, the previous Minister for Infrastructure agreed to undertake a trial of a part-time crossing on Clarence Road by introducing a set of traffic bollards on Clarence Road at its junction with Pleasant Street, Grosvenor Street and College Hill between 07:45-08:45 and 14:45-15:45
The trial was introduced on 2nd June 2025 and ended on 17th July 2026 following a 6-month extension in December 2025. The set up and removal of the crossing is managed by Victoria College Preparatory School and their caretaker.
An evaluation of the part-time crossing trial showed:
• Over 800 pedestrian crossing movements at the junction during the AM and PM peak in last 6 weeks of 2026 school summer term.
• 23%-56% increase in pedestrian crossings at the new crossing.
• 26%-55% reduction in traffic on College Hill and Pleasant Street during AM and PM school peak periods.
• No significant change in traffic volumes on Mont Millais following implementation of the scheme trial.
A summary of the data analysis completed has been published online: IE Bagatelle SRtS Clarence Rd Data Summary July 2025
Following a review of the trial results and consultation with Victoria College Preparatory School, the Minister of Infrastructure agreed to make the part-time crossing arrangement permanent from Tuesday 8 September 2026. A letter and leaflet were shared with residents ahead of the change in status of the scheme.
