WRITTEN QUESTION TO THE MINISTER FOR TREASURY AND RESOURCES

BY DEPUTY A.F. CURTIS OF ST. CLEMENT

QUESTION SUBMITTED ON MONDAY 12TH OCTOBER 2026 ANSWER TO BE TABLED ON MONDAY 19TH OCTOBER 2026

Question

"Further to the publication of the Proposed Budget 2027-2030 and the proposed 2.8% increase in Vehicle Emissions Duty (VED), will the Minister advise what consideration, if any, was given to creating a separate VED category and rate for motorhomes and advise –

  1. what correspondence, if any, he has received from industry bodies or associations on this matter;
  2. whether he, as Minister, specifically considered proposals for a separate motorhome category;
  3. whether such proposals were discussed by the Council of Ministers; and
  4. whether a business case, policy research or other analysis was undertaken regarding the introduction of such a category?"

Answer

The Minister did not give specific consideration to the creation of a separate Vehicle Emissions Duty (VED) category and rate for motorhomes as part of the development of the Proposed Budget 2027-2030. Under the existing VED framework, motorhomes are classified as non-commercial passenger vehicles and are therefore subject to the same VED principles as other passenger vehicles, with charges determined by vehicle classification and CO emissions.

  2. No. However, the Minister was made aware recently that the previous Minister for Treasury and Resources had, before the 2026 election, met with representatives of the motorhome community who sought a reduction in, or exemption from, VED charges for newly imported motorhomes.
  3. No.
  4. No.
