Following the decision of the States Assembly to reject P.9/2025, the Minister for the Environment has been requested to prepare supplementary planning guidance to help guide the development of the Aviemore site. S.o.J.D.C. (States of Jersey Development Company) have therefore not progressed work on the site as it would be imprudent to begin advancing plans and incurring costs without the benefit of the planning guidance, which is still awaited. This guidance will identify the key planning issues that are specific to the site and will seek to provide guidance in order that those issues might be appropriately addressed when the site is brought forward for development.

Would the Minister identify where the request for supplementary planning guidance comes from in this case? Given a site of that size and nature, it would be highly unusual to see site-level supplementary planning guidance for sites like this?

I believe that pursuant to P.73/2010, which is a proposition that formed S.o.J.D.C., such guidance is required before S.o.J.D.C. can proceed with any development. Given the increased planning risk highlighted during the debate on the Deputy 's proposition, the need for clear planning guidance is critical before any work can begin. My understanding is that S.o.J.D.C. cannot begin the work without the planning guidance.
