PERSONAL STATEMENT TO BE MADE BY DEPUTY P.F.C OZOUF OF ST. SAVIOUR ON MONDAY 8th SEPTEMBER 2025
Last November I drove at 31 miles per hour in a 15 mile per hour Green Lane. Although I was insured to drive I had not displayed the valid insurance certification in my car. Following my interaction with the States police this was corrected and I wrongly assumed the matter was closed. Highly respectful of the parish system, of course I would have wished that the non attendance at the parish hall enquiries would not have occurred. However because of the speeding issue I was referred to the Magistrate's Court, where I admitted the offence, gave a fulsome apology, and paid the fine immediately.
Following media reports of my attendance at the Magistrate's Court the Commissioner for Standards received 4 complaints from members of the public. The Commissioner decided to commence an investigation and concluded that my conduct fell short of the Code. I accepted that finding and have already apologised before PPC. I also wish to offer a full and unreserved apology today to this Assembly, to my constituents, and to the Honorary Police of St Helier, whose service I deeply respect.
This experience has been profoundly humbling and distressing. I have felt genuine embarrassment and regret for letting down those I serve and for falling short of the standards expected of me.
In the last 2 years I have faced a number of personal traumas including most importantly the sudden death of my husband. The effect has been to turn my life upside down and to a great extent affected my ability to single handedly address the volume of issues that arise in such circumstances in the ways that I would wish.
Members of this Assembly are aware that during this period, I was also advised to seek expert professional advice for my health. As a result it was established and then later confirmed that I was living with ADHD. This diagnosis would never have been made otherwise.
This clarity has given me the tools to make necessary adjustments. It has helped me gain deeper understanding and insight into both challenges and strengths. This is not an excuse, however it offers an explanation as to why I have found certain issues so challenging including my interaction with the Commissioner for Standards whose office I have the utmost respect for.
I am adjusting to the way life is for me now, and continue to put in place structures and arrangements that will assist me for a better future and thank members for their continued understanding and support.
