1. Records of meetings The Panel noted and approved the minutes of Panel meetings held on 24th November 2025, 4th, 15th and 16th December 2025. |

2. Scrutiny Review of the Ferry Service: Concession Agreement The Panel received an update from officers on the Ferry Service Concession Agreement Review. Officers advised the Panel on expressions of interest received in relation to the appointment of an expert adviser. The Panel asked officers to follow up with those who had expressed interest in carrying out the work and were available, to ask whether they could produce a shorter desktop report than originally discussed. The Panel noted the stakeholder letters that had been received and was advised that further stakeholder correspondence was still expected. The Panel asked officers to arrange meetings with stakeholders that had expressed an interest in meeting with the Panel. The Panel also requested that officers draft a letter to the Ports of Jersey seeking data relating to ferry disruptions. In addition, the Panel asked officers to locate, if possible, the Condor Concession Agreement. The Panel noted the public submissions received to date and reviewed the key themes arising from them. The Panel asked officers to organise a public hearing with the Minister for Sustainable Economic Development. The Panel also received an update from the Communications Officer and was advised of possible communications options. The Panel asked the officer to draft a media post for consideration. |

3. Draft Alcohol Licensing (Jersey) Law 202- [P.112/2025] The Panel noted that the Draft Alcohol Licensing (Jersey) Law 202 [P.112/2025] amendment had been lodged by the Comité des Connétable s. The Panel discussed the proposition and the amendment and asked officers to arrange a meeting with the Minister for Sustainable Economic Development to understand the Minister’s position in relation to the amendment and its origins. |

5. Draft Heritage (Jersey) Law 202- The Panel noted that the Draft Heritage (Jersey) law 202 [P.121/2025] had been lodged on 24th December 2025. The Panel was advised that a briefing had been arranged for 29th January 2026. The Panel asked officers to review the draft proposition, to bring any relevant issues or areas of concern to the Panel’s attention, and to prepare potential questions for the upcoming briefing. |

6. Extension to Jersey of the PCT, Hague Agreement, Madrid Protocol and Nice Agreement – [P.117/2025] The Panel noted the proposition relating to the extension to Jersey of the PCT, Hague Agreement, Madrid Protocol and Nice Agreement. The Panel discussed and agreed that it would present short Comments in support of this proposition, noting it as an essential step in progressing the Island’s Intellectual Property framework. |

7. Acceptance of Cash Payments Review - Charity Commissioner The Panel noted correspondence received from the Minister for External Relations, including a letter from the Charity Commissioner relating to a recommendation from the Panel’s Acceptance of Cash Payments Review. The Panel discussed possible next steps, including the possibility of the Panel lodging a proposition requesting that it be obligatory for customer facing establishments to accept cash. However, after discussion, the Panel agreed not to pursue this option. |

8. Jersey Opinions and Lifestyle Survey 2025 Summary Report (JOLS) The Panel noted and discussed the Jersey Opinions and Lifestyle Survey 2025 Summary Report, with particular focus on the findings relating to cash payments. |

9. Public correspondence The Panel noted and discussed the public correspondence received and agreed to note it. |

10. Ministerial Order The Panel discussed the Ministerial Order relating to tourism received from the Minister for Sustainable Economic Development and agreed that the Panel’s concerns remained. The Panel discussed and approved the letter drafted by officers and asked officers to send the letter to the Minister and, within the accompanying email, to seek a point of clarification around current Youth Hostels on the Island. |

2. Scrutiny Review of the Ferry Service: Concession Agreement The Panel received an update from officers on the Ferry Service Concession Agreement Review. The Panel requested amendments to and approved a letter to be sent to Ports of Jersey Officers advised the Panel on the updated submissions received in relation to the appointment of an expert adviser. The Panel discussed the submissions and asked officers to arrange interviews with the candidates in order to decide on an appointment. The Panel noted that additional stakeholder letters had been received and was advised that some stakeholder correspondence was still outstanding. Officers advised the Panel that further public submissions had been received and that officers were in the process of collating them with the intention of sharing them with the Panel as soon as possible. The Panel asked officers to identify any new key themes arising from the submissions. Officers advised the Panel that a provisional date had been secured for a public hearing with the Minister for Sustainable Economic Development. The Panel agreed to hold the hearing and discussed the topic areas to be included in the question plan. The Panel noted the private meetings that had been arranged with Visit Jersey and SandpiperCI. |

Draft Alcohol Licensing (Jersey) Law 202- [P.112/2025] The Panel discussed the Draft Alcohol Licensing (Jersey) Law 202[P.112/2025] and noted that Panel members would be attending an all-States Members’ briefing on the subject, as well as a meeting with the Minister for Sustainable Economic Development on Monday 19th January 2026. The Panel agreed to await the outcome of these meetings before deciding its next steps. |

6. Draft Heritage (Jersey) Law 202- The Panel discussed the Draft Heritage (Jersey) law 202 [P.121/2025] which was lodged on 24th December 2025. The Panel asked officers to request, ahead of the Panel’s briefing, a diagram explaining how the draft law would operate. The Panel also noted questions it wished to raise prior to the briefing and at the quarterly hearing with the Minister for Sustainable Economic Development. |

During the session, Panel members asked a range of questions about the candidate’s experience and their approach to delivering the required work. 4. Ferry Service: Concession Agreement Review After the meeting with the Minister for Sustainable Economic Development the Panel discussed the interviews regarding appointing an expert adviser. The Panel decided to appoint Martin Bignell to the role of expert adviser for the Panel review. The Panel felt that Martin Bignell experience in the industry and prior research regarding the review would make a good fit for the role. |
