1. Panel Membership The Panel invited Deputy Hillary Jeune , Chair of the Environment, Housing and Infrastructure Scrutiny Panel to attend the Panel’s first scheduled meeting. The Panel noted that its membership consisted of Deputy Tom Coles as Panel Chair, Deputy Helen Miles , Deputy Karen Wilson and Deputy Jonathan Renouf . The Panel agreed to appoint Deputy Karen Wilson as Vice-Chair of the Panel.
2. Declarations and Conflicts of Interest Deputy Wilson informed the Panel that she previously held the role of Minister for Health and Social Services with responsibility for standards of care, and that her partner is a consultant working in the Health and Community Services Department. Deputy Helen Miles informed the Panel that she previously held the role of Minister for Justice and Home Affairs with responsibility for the States of Jersey Ambulance Service, and that a member of her family was currently engaged in a personal legal matter with the Health and Community Services Department.
3. Time for the review The Panel noted that the Draft Regulation of Care (Jersey) Amendment Law 202- was lodged on 14th July 2025 with the earliest date for debate scheduled for 9th September 2025. The Panel discussed the timeframe for its review of the Draft Regulations and agreed to clarify with the Minister for the Environment, whether additional work would be required beyond the Draft Regulations. The Panel requested that the Officer draft correspondence for the Panel to consider and approve.	BW
4. Terms of Reference and Scoping Document The Panel noted the draft Terms of Reference and Scoping Document for its review. The Panel agreed a number of changes and requested that the Officer make the

changes and circulate the updated Terms of Reference and Scoping Document for the Panel to consider ahead of its next scheduled Panel meeting.

The Panel noted the Communications Plan and discussed its approach to public engagement during its review.

5. Advisor

The Panel discussed possible engagement with an expert advisor and agreed potential areas of focus.

6. Future Meetings

The Panel agreed that its next scheduled Panel meeting would take place at 2pm on Wednesday 6th August 2025, in the Le Capelain Room, States Building.

2. Declarations and Conflicts of Interest The Chair informed the Panel that his wife was working in healthcare, within a sector that was currently unregulated, but within scope of the Draft Regulation of Care.
3. Correspondence: Minister for the Environment The Panel noted and approved correspondence to the Minister for the Environment confirming the launch of the Panel’s review and requesting information about any sub-ordinate work to follow from the Draft Regulation of Care (Jersey) Amendment Law 202- (P.57/2025). 4. Terms of Reference and Scoping Document The Panel noted and discussed the updated draft Terms of Reference and Scoping Document for its review. The Panel discussed and agreed its approach in relation to private and public hearings and requested that the Officer draft a timeline of potential private and public hearings for the Panel consider and approved at its next scheduled meeting. 5. Expert Advisor The Panel discussed potential engagement with an expert advisor to support the Sub-Panel’s review. The Panel agreed to monitor the need for an expert advisor as its review progressed and requested that the Officer include budget in the Panel’s scoping documentation, for approval by the Scrutiny Liaison Committee, should the Panel decide an expert advisor for its review was required. The Panel noted and discussed the proposed timeline for its review of the Draft Regulations and requested that the Officer make a number of changes. The Panel discussed the Draft Regulations and agreed several points of clarification and questions on the Draft Regulations and requested the Officer produce written questions for the Panel to consider and approve. Private and Public Hearings The Panel noted that a Private Hearing had been provisionally scheduled with the Patients and Users’ Public Engagement Panel from 9:30am to 11:00am on 25th September 2025. Regulation of Care (Standards and Requirements) (Jersey) Regulations 2018 The Panel noted that questions about the wording of the Regulation of Care (Standards and Requirements) (Jersey) Regulations 2018 had been sent to Government Officers on 11th September 2025, and that a response was due by 19th September 2025.
4. Public Hearing: Jersey Care Commission The Panel noted that it was scheduled to receive the Jersey Care Commission for a Public Hearing on Monday 29th September at 9:30am and discussed the draft question plan. The Panel agreed a number of changes to the question plan and requested that the Officer make the changes and circulate the question plan for Panel consideration and approval.	BW

Hearings The Panel noted that the Private Hearing with the Patients and Users’ Public Engagement Panel had been cancelled following written correspondence with the Patients and Users’ Public Engagement Panel, and that a request would instead be made for the Patients and Users’ Public Engagement Panel to provide a written submission. The Panel noted the remaining schedule of Public Hearings to take place with the Minister for the Environment on 9th October 2025 and the Minister for Health and Social Services on 10th October 2025 and discussed areas of questioning. The Panel noted that written correspondence had been provided to external stakeholders on 2nd September 2025, and that follow up reminders would be sent on 17th September 2025.

The Panel discussed the offer from Professor Peter Lepping in relation to engagement with the Panel’s review and agreed to take no action.

The Panel noted and discussed stakeholder submissions received in relation to its review of the Draft Regulation of Care (Jersey) Amendment Law 202-.

The Panel noted that it was due to receive a submission from the Patients and Users’ Public Engagement Panel in the week commencing 13th October 2025.

The Panel noted that once evidence gathering for its review had been concluded by the end of the week commencing 13th October 2025, the Panel would discuss key themes emerging from its review, and Comments would be drafted for the Panel to consider and approve.
