Action

1. Records of Meetings

The Panel approved the records of meetings held on 16th and 17th December 2025.

 

2. Evidence gathering – Comité des Connétable s

The Panel recalled that it had circulated a list of questions to the Connétable s requesting individual responses by 19th January 2026. The Panel received an update from the Officer and noted that no responses had been received. Connétable Honeycombe advised that a collective response from the Comité would be received in due course.

The Panel discussed the matter and agreed to invite the Chair of the Comité des Connétable s to attend a Public Hearing on 4th February. The Officer advised that the date and time of the hearing would be confirmed in due course.

3. Meeting with the Secretaries, Comité des Connétable s

The Panel noted that the Chair and Vice-Chair had met the Secretaries to the Comité des Connétable s on 17th December 2025. The Panel noted the minute of the meeting and discussed the main themes raised.

 

4. Future Meetings

The Panel noted that its next meeting would take place on 4th February 2026.

Action

1. Pre-hearing meeting

The Panel prepared for the Public Hearing with the Chair of the Comité des Connétable s scheduled for 1pm that day. The Panel allocated specific questions from the question plan accordingly.

 

2. Public Hearing with the Chair of the Comité des Connétable s

The Panel received Connétable Mike Jackson , Chair of the Comité des Connétable s for a public hearing. The proceedings were streamed live to the public, and a recording was taken so that a written transcript could be produced.

 

3. Post-hearing meeting

The Panel agreed that a social media post should be drafted outlining the key themes from the public hearing. The Communications Officer advised that a draft post would be shared with the Chair for approval in due course.

The Panel discussed the timing of the review and the Officer confirmed that the evidence from the hearing would be incorporated into the draft report. It was also confirmed that the Panel would receive the first draft of the report the week commencing 9th February 2026.

1. Draft Report

The Panel recalled that it had received a draft copy of its report on the relationship between the parishes and government. The Panel approved the main body of the report and agreed that it would be sent to relevant stakeholders for factual checking.

The Panel agreed to meet at 2:30pm on 18th February 2026 to discuss any comments received from stakeholders on the factual accuracy of its report.

1. Final Draft Report

The Panel recalled that the main body of its draft report had been sent to stakeholders for factual checking. The Panel noted that minimal comments had been received and agreed minor changes to its report accordingly.

The Panel approved the report and agreed that it would be presented to the States Assembly on Monday 23rd February 2026 alongside an accompanying press notice.
