2 Probably not enough offenders for a penalty points system. Fixed penalties certainly worth investigating.
3 An all island speed limit is something special to Jersey. Obviously we need lower limits in a few areas and near schools but I think reducing the limit from 40mph to 30 would be a sad move. Keep to the present simplicity. Just sometimes it is rather nice to be able to drive as fast as 40mph particularily as I never take my car off island! The vast majority of people do I believe take note of existing road & traffic conditions & don't feel we have to drive at 40 just because we are allowed to do so.
