I would suggest the fundamental principle should be to conserve the underwater landscape and to encourage the regeneration of marine species by prohibiting damaging practices such as dredging and restricting other commercial fishing practices to a minimal area of the island's territorial waters. Equally profiting not only minim sizes of crab and lobster but having a closed season when females of the species when they are carrying eggs cannot be taken. This will no doubt be restricted by the commercial fishermen although in their long-term interests in maintaining more of the species.
