Written submission – Review of the Proposed Budget 2026 – 2029 13th November 2025 – Royal Jersey Militia Army Cadet Force

Thank you for sending the recent letter and inviting comment on the Proposed Budget 2026–2029, particularly regarding the proposed joint Army and Sea Cadet Headquarters. I appreciate the opportunity to contribute to the Panel's review and welcome the scrutiny being applied to this project.

I can appreciate why the Government of Jersey is proposing a joint Army and Sea Cadet Headquarters which is thought to have the potential to become a central hub for training, community engagement, and inter-service collaboration. However, my stance on our Army Cadet location has been cemented following two recent visits to the Detachment based at Le Quesne Barracks; I am very impressed by the facilities available to the Detachment and the additional facilities on-site made available to us by the Main-User-Unit, The Jersey Field Squadron.

Le Quesne Barracks stands out as one of the best ACF Detachment facilities within Bristol and the Channel Islands ACF and wider HQSW command. The Detachment benefits from a dedicated office and stores, as well as access to classrooms, a drill hall, and changing facilities. There are also plans to improve the indoor rifle range, which will further enhance the facilities available, once completed.

Additionally, I have consulted with 2Lt Frederick Deacon, Detachment Commander, and he with his team of dedicated Cadet Force Adult Volunteers, and if funding was available there are further improvements at Le Quesne that could be made for the benefit of the Detachment's Cadets; but,

I firmly believe it is in the best interest of the Detachment, the Cadets and Staff, to remain collocated with the Jersey Field Squadron at Le Quesne Barracks.

In closing, I wish it to be noted that I pass my sincere thanks to Major Ross Barnes, Officer Commanding the Jersey Field Squadron, and his staff, for their ongoing support to the Detachment.
