About

The Assisted Dying Review Panel was been established to examine the detailed final proposals for the introduction of assisted dying in Jersey, lodged by the Council of Ministers on 22nd March 2024. The Review Panel conducted a thorough review of the proposals and produced a Report and lodged an Amendment. 
 
On 2nd September 2025 the proposed Legislation was lodged to the States Assembly. The Assisted Dying Review Panel has launched its Review into the proposed Assisted Dying Legislation and will examine the legal, medical, ethical and academic implications posed. The Review will aim to ensure that appropriate and thorough scrutiny is undertaken to ascertain the robustness and transparency of the proposals.

Amendments 

The Assisted Dying Review Panel has lodged the following seven proposed amendments to the Draft Assisted Dying Legislation: 

Terms of reference

  1. To conduct a comprehensive review of the proposed Assisted Dying legislation, with consideration to the following:
    • Evaluating the proposal’s legal, medical, financial and sustainability implications
    • Evaluate any further arising ethical considerations
    • Assessing its alignment with the principles of dignity, safeguarding and freedom of choice
    • Evaluating the adequacy of the proposed safeguards for all individuals involved in the proposed service.
  2. To determine whether the legislation gives effect to the principles set out by the States Assembly through the adoption of P.18/2024 – Assisted Dying, as amended.
  3. Taking into consideration the existing body of evidence previously received to examine and compare international models and best practice in relation to the legislation.
