About

The Children, Education and Home Affairs Scrutiny Panel (‘the Panel’) has launched a review of the lifelong vocational learning opportunities currently on offer in Jersey.  

Key issues for the review to consider: 

  • To identify the current provision of lifelong vocational learning opportunities available in Jersey. 

  • To assess the current legislation, regulation, and policy that aim to strengthen lifelong vocational learning in Jersey.

  • To review the structure, funding and effectiveness of apprenticeship schemes in Jersey. 

  • To understand the role of lifelong vocational learning in addressing the skills gaps and supporting Jersey’s economic development. 

  • To identify examples of good practice in lifelong vocational learning from other jurisdictions and to compare Jersey’s approach against these standards.  

What is not within scope?  

The Panel has agreed to maintain a focus on lifelong vocational learning; therefore, the Panel considers the following topics to be outside of the scope of the review:  

  • Higher Education, including higher education curriculum 
  • University degrees, including student finance and remote learning  
  • Community lifelong learning, including informal and non-formal, community-based learning organisations  
  • Informal, or non-formal learning that is not related directly to a vocational or professional development pathway 
  • School-age and Early Years education 

 

 

Terms of reference

1. To establish the current opportunities for lifelong vocational learning in Jersey, to include consideration of: 

   a. The provision and accessibility of further education; 
   b. The structure, uptake and outcomes of apprenticeship programmes; and 
   c. The role of adult education in supporting career changes and upskilling the local workforce. 

2. To examine those opportunities for lifelong vocational learning, including assessment of their effectiveness, accessibility, inclusivity and how they compare to best practice in this area.
