About

The Proposed Budget 2027-2030 [P.73/2026] was lodged on 29th September 2026 and its Financial Annex [R.159/2026] presented on 2nd October 2026. The States' debate on the Proposition is scheduled for 8th December 2026.

The Public Finances (Jersey) Law 2019 requires the Council of Ministers to prepare a Budget (government plan) each financial year and lodge it in sufficient time for the States Assembly to debate and approve it before the start of the next financial year.

The Proposed Budget, the Common Strategic Policy 2026-2030 [P.75/2026] (still to be agreed) and Departments’ Business Plans aim to link the Council of Ministers’ high-level priorities with their delivery.

The Common Strategic Policy is scheduled to be debated by the States Assembly on 10th November 2026 and proposes eleven strategic priorities for delivery over the next four years. The Proposed Budget states that the priorities are aligned with the long-term themes of the Future Jersey Report and ten Island Outcomes arising from it.


The eleven proposed strategic priorities are:

  1. Take targeted action to ease cost-of-living pressures 
  2. Secure Jersey’s competitive edge in the financial and related professional services sector, including responding to the effects of AI on our economy 
  3. Secure Jersey’s competitive edge for the local economy 
  4. Reduce regulation and red tape, including in the planning system 
  5. Increase the provision of lifelong learning 
  6. Provide more homes and upgrade core infrastructure that Islanders rely on 
  7. Improve community safety and Island resilience 
  8. Continue to improve our health services 
  9. Improve the public realm, community spaces and sports facilities across the whole Island 
  10. Revise the Carbon Neutral Roadmap to deliver a practical and affordable transition to net zero by 2050 
  11. Deliver a leaner and less complex public sector with lower running costs. 

The Proposed Budget explains the financial context in which Ministerial priorities will be delivered and also outlines the financial approvals that Ministers are proposing to ensure that taxpayers’ money is focused on delivering both their priorities and existing services, whilst ensuring the ongoing sustainability of Government and States’ finances.

The review will seek to address the following key issues:

  • Whether the requirements of the Public Finances (Jersey) Law 2019 are met
  • Whether the Proposed Budget is fiscally sound and economically sustainable
  • Consideration of Fiscal Policy Panel and Income Forecasting Group advice
  • The impact of the proposals on departmental budgets and staffing levels 
  • The alignment of budget proposals with the Common Strategic Policy priorities.
  • Deliverability of the proposed Revenue Expenditure Growth and Projects 
  • The appropriate use of States Funds
  • Levels and managment of public debt in line with established best practice
  • The implementation of the Jersey Capital Investment Fund 
  • The levels of reserve and contingency funding 
  • Medium to long-term financial sustainability


The main Funds for review under the Panel's remit include:

  • General Revenue Fund
  • Jersey Capital Investment Fund
  • Strategic Reserve Fund
  • Stabilisation Fund

Review Progress

The Panel has launched its review and is requesting views and comments from targeted stakeholders, members of the public and Jersey’s youth to inform its review. 

The Panel will be holding public review hearings with the Chief Minister on 16th October 2026 and Minister for Treasury and Resources on 9th November 2026.

The Panel is also engaging the Jersey Youth Assembly (JYA). The JYA will hold a workshop to review specific themes of the Proposed Budget in October 2026.

The Panel intends to report on its findings and recommendations ahead of the States’ debate on the Proposition, which is scheduled for 8th December 2026.

Terms of reference

1. To review components of the Proposed Budget 2027-2030 Proposition [P.73/2026] (with a focus on 2027) as relevant to the remit of the Corporate Services Panel to determine the following:  

a. The impact of the Budget proposals on departmental budgets, savings and staffing levels. 
b. Whether the revenue expenditure growth, capital and other projects are appropriate and likely to have a positive impact on Islanders.  
c. How the proposed revenue expenditure growth, capital and other projects align with the Common Strategic Policy to deliver on the priorities, and in line with Departments’ plans for delivery.  
d. Whether the resources allocated to revenue expenditure growth and capital and other projects are sufficient, ensure value for money and demonstrate the best use of public funds.  

 2. To assess the impact of the Budget proposals on the States Funds relevant to the Corporate Services Panel including the General Revenue Fund, Jersey Capital Investment Fund, Strategic Reserve Fund and Stabilisation Fund. 

 3. To assess the Budget and its impact relative to: 
Implementation and Sustainability 

  • Sustainable wellbeing with consideration for the Common Strategic Policy, Future Jersey Vision, Jersey Performance Framework, Island Outcomes and Investing in Jersey 2026-2050. 

  • Evaluation and management of Risk 

Financial Strategy, General Revenue Income and Public Sector Spending 

  • The economic and fiscal context and forecasts. 

  • The proposals for income and expenditure. 

Balance Sheet and States Funds 

  • The governance and use of States Funds (with specific focus on the General Revenue Fund, Jersey Capital Investment Fund, Strategic Reserve Fund, Stabilisation Fund). 

  • The implementation of the newly established General Revenue Fund and Jersey Capital Investment Fund. 

  • The governance and use of Reserves and contingency funding including any other non-routine use of Reserves. 

  • Borrowing, debt management, investing, reprioritisation and rebalancing of Government finances. 

  • Savings and the delivery thereof 

  • Long-term financial sustainability.
