The Minister for Justice and Home Affairs lodged the following legislation on 13th January 2026: 

  1. Draft Harassment and Stalking (Jersey) Law 202-   

  1. Draft Domestic Abuse (Jersey) Amendment Law 202- 

  1. Draft Sexual Offences (Jersey) Amendment Law 202- 

  1. Draft Crime (Public Order) (Jersey) Amendment Law No.2 Law 202- 

  1. Draft Crime (Strangulation) (Jersey) Law 202-  

(together ‘the draft Laws’).  

This legislation is part of the Government’s Common Strategic Policy objective to address and implement the recommendations from the Violence Against Women and Girls Taskforce Report, which was published in November 2023.  

The Panel will review and gather evidence on the draft Laws under the collective banner of this review, while ensuring that separate comments are produced to address each draft Law proposition separately.  

 

Terms of reference

  1. To examine the underlying policy intentions behind the following draft legislation (together ‘the draft Laws’), in doing so establishing whether the draft Laws provide the appropriate framework for their delivery: 

  • Draft Harassment and Stalking (Jersey) Law 202-   

  • Draft Domestic Abuse (Jersey) Amendment Law 202- 

  • Draft Sexual Offences (Jersey) Amendment Law 202- 

  • Draft Crime (Public Order) (Jersey) Amendment Law No.2 Law 202- 

  • Draft Crime (Strangulation) (Jersey) Law 202-  

  1. To assess the consultation process undertaken to inform the draft Laws to ensure the views of key stakeholders have been adequately considered.
