Next Week's States Meeting
States Assembly
4 September 2026
On Tuesday 8 September, the States Assembly will convene at 9.30am for Ministerial question time, before moving on to debate matters of public business.The meeting takes place in the States Chamber and is open for the public to attend, as well as being broadcast live on our website and on the States Assembly YouTube channel.
Announcement
The Bailiff will lead a tribute to former States Member, Advocate Michael Voisin, who served as Deputy of St. Lawrence from 1969 to 1975 and sadly passed away on 14th July.
A minute’s silence will be held in the States Chamber.
Appointments
Members will confirm the appointment of unelected members of the Public Accounts Committee (PAC), who will serve as lay members for a 4-year term. The members are:
- Clive Heal
- Mark Oliver
- Robert Duncombe
Oral Questions
States Members will question Ministers for up to 2 hours and 20 minutes. These oral questions are issued to them in advance (i.e. ‘with notice’). Details of next week’s oral questions with notice can be found on page 5 of the Order Paper.
The following Ministers will then answer oral questions which they have not been given in advance of the meeting (i.e. ‘without notice’) for 15 minutes each:
- Minister for Treasury and Resources, Senator Alan Maclean
- Minister for Housing, Deputy Malcolm Ferey
- Chief Minister, Senator Lyndon Farnham
Public Business
The States Assembly will then begin debating the following:
Draft Sea Fisheries (Minimum Size Limits) (Jersey) Amendment Regulations (P.61)
The Minister for the Environment, Senator Mary Le Hegarat, is proposing an amendment to the Sea Fisheries (Minimum Size Limits) Regulations 2021, which would define a new minimum size for lobsters. The increase from 89mm to 90mm follows a recommendation by the Lobster Working Group.

Reinstate the States Grant to the Social Security fund (P.63)
Deputy Max Andrews is proposing that the States Grant to the Social Security Fund should be reinstated to its full formula value from 2028 onwards and to request the Minister for Treasury and Resources to reflect this within the Budget 2027 to 2030.

Rate Appeal Board: appointment of Members (P.64)
The Minister for Treasury and Resources, Senator Alan Maclean, is seeking Assembly approval for the appointment of the following members to the Rate Appeal Board:
- Mr. Matthew Beddoe
- Ms. Daian Sumner
- Mr. Olawale Bello
- Mr. Mubashir Shaikh

Amendment to Standing Orders – change from Government Plan to Budget (P.65)
The Privileges and Procedures Committee (PPC) is proposing updates to the States Assembly rules to replace the term "Government Plan" with "Budget" and to reflect new public finance fund names, ensuring the Standing Orders stay consistent with recent finance law changes.
