Scrutiny to review new Government’s first Budget 2027-30

Scrutiny

15 October 2026

The States Assembly’s Scrutiny Panels have launched their reviews of the Government’s proposed Budget for 2027-30.

The Budget sets out the Council of Minister’s spending and savings proposals for the next four years and links to their proposed Common Strategic Policy, which is due for debate in the Assembly on 10 November.

Scrutiny acts as a critical friend examining the Government’s plans and holding Ministers to account. The reviews will examine:
  • Whether the proposed Budget meets the requirements of the Public Finances (Jersey) Law 2019, and is fiscally sound and economically sustainable.
  • Consideration of the Fiscal Policy Panel and Income Forecasting Group advice.
  • The impact of the Proposed Budget proposals on departmental budgets and staffing levels.
  • Whether the Proposed Budget aligns with the objectives of the Common Strategic Policy priorities.
  • Deliverability of the proposed Revenue Expenditure Growth and Projects
  • The appropriate use of States Funds.
  • Levels and management of public debt in line with established best practice.
  • Medium to long-term financial sustainability.

The Corporate Services Scrutiny Panel (CSSP) is leading the Review and will report its findings and recommendations ahead of the States’ debate on the proposals. The Scrutiny Panels for Children, Education and Home Affairs, Economic and International Affairs, Environment, Housing and Infrastructure, and Health and Social Security, will each be reviewing the areas of the proposed Budget that are specific to their remits and may also hold Public Hearings and then present comments, reports, or lodge amendments.

Deputy Lyndsay Feltham, Chair of the Corporate Services Scrutiny Panel, commented: ‘The Treasury Minister says that the Budget is a 'change of direction; in the way Jersey's public finances are managed, we will be assessing what this means in practice for taxpayers and the public and whether their concerns about the
cost of living have been addressed. We will seek views from key stakeholders, including the Jersey Youth Assembly, and challenge the processes and assumptions that have led to this Budget being produced. We know the Island, like most jurisdictions, faces global economic pressures, so it's critical that we get our own fiscal management right, for now and for Jersey's future prosperity.'

As part of Scrutiny’s Review, Members of the public are invited to email [email protected] or to contact a specific Panel directly. Public Hearings with Ministers will also take place over the coming weeks to directly question them with regard to departmental budget plans.

CSSP Review
16 October 10.45am-12.45pm: Public Hearing with the Chief Minister, Senator Lyndon Farnham
9 November 9.30am-11.30am: Public Hearing with the Treasury Minister, Senator Alan Maclean.

The proposed Budget 2027-30 debate will take place in the States Assembly from Monday 8th December.
