1  PAGE 51, REGULATION 48 –

In Regulation 48(2), for "applying for, or obtaining, a promotion" substitute "seeking re- election (to the same office) or election (to another office) as a member of the Honorary Police".

2  PAGE 53, REGULATION 55 –

In Regulation 55(3), for "Attorney General" substitute "relevant Chef de Police". COMITÉ DES CONNÉTABLES

REPORT

The Complaints and Conduct Regulations for members of the Honorary Police in P.83/2025 mirror, to a large extent, those proposed for members of the States of Jersey Police (SOJP) which are in P.82/2025. However, the following two paragraphs need minor amendment to reflect that members of the Honorary Police are elected (not employed) and the responsibility for managing resources:

1. Article 48(2) of P.83/2025 refers to seeking promotion whilst participating in a reflective review process. As members of the Honorary Police are elected to office (they are not employed), the amendment clarifies that a person may seek re-election (to the same office) or election (to another office) whilst participating in a reflective review process.

If amended as proposed, Regulation 48(2) would read –

2. A participating officer's participation in the reflective practice review process does not prevent them from seeking re-election (to the same office) or election (to another office) as a member of the Honorary Police.

2. Article 55(3) of P.83/2025 ensures that a member of the Honorary Police who is acting as a police friend is permitted to undertake this role as part of their Honorary Police duties. Whilst the Attorney General is titular head of the Honorary Police, it is the Chef de Police of a Parish who supervises and manages the members and resources of the Honorary Police under Article 6B of the Honorary Police (Jersey) Regulations 2005 and is better placed to ensure a police friend may undertake that duty.

If amended as proposed, Regulation 55(3) would read –

3. In the case of a police friend who is another police officer, the relevant Chef de Police must permit the police friend to use a reasonable amount of duty or office time for the purpose of performing their functions.

Financial and staffing implications

There are no financial or staffing implications for the Government of Jersey or Parishes arising from this amendment.

Children's Rights Impact Assessment

We consider that this amendment has no direct or indirect impact on children and that the duty to have due regard to the UN Convention on the Rights of the Child does not arise. Accordingly, a Children's Rights Impact Assessment is not required under the Children (Convention Rights) (Jersey) Law 2022.
