AMENDMENT TO STANDING ORDERS – CHANGE FROM GOVERNMENT PLAN TO BUDGET (P.65/2026): AMENDMENT

For sub-paragraph (v), substitute the following – "(v) Standing Order 79(2)(b), (c) and (d);".

PRIVILEGES AND PROCEDURES COMMITTEE

Note:  After this amendment, the proposition would read as follows –

THE STATES are asked to decide whether they are of opinion to make the following amendments to the Standing Orders of the States of Jersey, with immediate effect

1. in Standing Order 1 (Interpretation) insert the following before "Chamber"–

""approved budget" means a budget that has been approved by the States under the Public Finances Law (and includes a government plan approved under the Law before the commencement of the Public Finances Law (States Funds) (Jersey) Amendment Regulations 2025);"

""budget" has the same meaning as in Article 1 of the Public Finances Law;"

and delete the definitions "approved government plan" and "government plan".

2. substitute  the  words  "government  plan"  with  "budget"  in  the  following places –

1. Standing Order 26(4A) and (7A);
2. Standing Order 31(2)(a) and (b) ;
3. Standing Order 70A(1) (in both places) and (2);
4. Standing Order 72(10);
5. Standing Order 79(2)(b), (c) and (d);
6. Standing Order 80A(1)(a) and (b), (2)(a)(i) and (4)(a);
7. Standing Order 128(c); and

(viii)Standing Order 136(f);

3. substitute the words "the plan" with "the budget" in the following places –

1. Standing Order 31(2)(a); and
2. Standing Order 80A(2)(a)(i);

4. in Standing Order 80A(2)(a)(i), substitute the words "Articles 9(2)(a) to (c) with "Articles 9(2)(a), (b), (e) or (f)";

5. in Standing Order 80A(2)(a)(i) and (ii), substitute the words "consolidated fund" with "General Revenue Fund or Jersey Capital Investment Fund"; and
6. in  Schedule  2,  substitute  the  words  "consolidated  fund"  with  "General Revenue Fund".

REPORT

This amendment would correct an error that has been identified in Amendment to Standing Orders – Change from Government Plan to Budget' (P.65/2026).

The purpose of P.65/2026 is to ensure consistency of the terminology used in Standing Orders with that found in Public Finances legislation: specifically, to ensure that references to "the Government Plan" and "the Consolidated Fund" are replaced with references to "the Budget" and "the General Revenue Fund" and "the Jersey Capital Investment Fund" respectively. Preparation of a consolidated version of Standing Orders identified one provision had been missed from P.65/2026 in respect of Standing Order 79.

This amendment would rectify that omission. Financial and staffing implications

There are no additional resource implications that would arise from the adoption of this amendment.
