PROPOSITION
THE STATES are asked to decide whether they are of opinion to make the following amendments to the Standing Orders of the States of Jersey, with immediate effect
- in Standing Order 1 (Interpretation) insert the following before "Chamber"–
""approved budget" means a budget that has been approved by the States under the Public Finances Law (and includes a government plan approved under the Law before the commencement of the Public Finances Law (States Funds) (Jersey) Amendment Regulations 2025);"
""budget" has the same meaning as in Article 1 of the Public Finances Law;"
and delete the definitions "approved government plan" and "government plan".
- substitute the words "government plan" with "budget" in the following places –
- Standing Order 26(4A) and (7A);
- Standing Order 31(2)(a) and (b) ;
- Standing Order 70A(1) (in both places) and (2);
- Standing Order 72(10);
- Standing Order 79(2)(b) and (c);
- Standing Order 80A(1)(a) and (b), (2)(a)(i) and (4)(a);
- Standing Order 128(c); and
(viii)Standing Order 136(f);
- substitute the words "the plan" with "the budget" in the following places –
- Standing Order 31(2)(a); and
- Standing Order 80A(2)(a)(i);
- in Standing Order 80A(2)(a)(i), substitute the words "Articles 9(2)(a) to (c) with "Articles 9(2)(a), (b), (e) or (f)";
- in Standing Order 80A(2)(a)(i) and (ii), substitute the words "consolidated fund" with "General Revenue Fund or Jersey Capital Investment Fund"; and
- in Schedule 2, substitute the words "consolidated fund" with "General Revenue Fund".

REPORT
These amendments to Standing Orders should be read in conjunction with the Public Finances Law (States Funds) (Jersey) Amendment Regulations 2026, lodged by the Minister for Treasury and Resources as P.24/2026. The proposed amendments are consequential upon those amendments to the Public Finances Law.
The Regulations –
• establish the Jersey Capital Investment Fund;
• establish the General Revenue Fund;
• abolish the Consolidated Fund;
• rename the Government Plan as the Budget; and
• make other minor changes to the Public Finances Law.
Further details are included in the covering report to the proposition.
These amendments to Standing Orders, if adopted, will simply ensure that existing references to the Government Plan and to the Consolidated Fund are updated to reflect the terminology now used in the legislation.
Financial and staffing implications
There are no additional resource implications that would arise from the adoption of these amendments to Standing Orders.
