Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that she has agreed to the following –

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.

Background

As part of the Budget 2026-2029, capital project budgets were profiled to match forecast cash flows. This was actioned in 2025 by MD-TR-2025-696. Several projects listed subsequently accelerated spend in 2025, and to maintain project totals budgets in 2026 need to be adjusted.

The following budgets will be transferred from various project Heads of Expenditure to the Central Reserve in 2026.

Repayment of Currency Fund Infrastructure Investment

In 2014, the Currency Fund made an infrastructure investment into the Consolidated Fund  to  enable  investment  in  the  Sewage  Treatment  Works  at  Bellozanne.  The Infrastructure department has historically had a budget to cover both interest and capital repayment.

It is proposed to transfer both elements of the budget (£1,584,000) to the Financing Costs Head of Expenditure – which includes other financing costs relating to capital projects,  for  example  New  Healthcare  Facilities.  This  will  be  reflected  in  future Budgets, and indeed transferred to the Jersey Capital Investment Fund (if approved).

  1. Recommendation

The Minister is recommended to approve the following in 2026: Under Article 18 of the Public Finances (Jersey) Law 2019

A transfer of up to £1,424,849 from various project Heads of Expenditure as detailed in Table 1 to the Central Reserve Head of Expenditure,

A transfer of up to £1,584,000 from the Infrastructure Head of Expenditure to the Financing Costs Head of Expenditure

  1. Reasons for Decision

Article 18(1)(a) of the Public Finances (Jersey) Law 2019 states that a specified amount appropriated for one head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure that is set out in the government plan.

Article 18(4) of the Public Finances (Jersey) Law 2019 states that the Minister shall give the States Assembly at least 4 weeks' notice before an amount is transferred under paragraph (1)(a).

Article 18(5) of the Public Finances (Jersey) Law 2019 states that if a direction under this Article would affect a head of expenditure that relates to the responsibilities of any Minister, that Minister must be consulted before the direction is made. The Ministers have been consulted and agreed the transfers.

5. Resource Implications In 2026,

the Central Reserve will increase by up to £1,424,849 and various project Heads of Expenditure as per Table 1 will decrease by an equivalent amount.

the Infrastructure Head of Expenditure will reduce by up to £1,584,000 and the Financing Costs Head of Expenditure will increase by the same amount.
