COMMENTS
The Privileges and Procedures Committee (PPC) has noted the changes that would be made by the Draft Public Finances Law (States Funds) (Jersey) Amendment Regulations 202- (P.24.2026).
The Amendment Regulations would change terminology that is currently used. For example, the Government Plan would formally become the Budget and there would no longer be the Consolidated Fund, but the General Revenue Fund and the Jersey Capital Investment Fund.
If the Amendment Regulations are adopted, there will be a need for consequential amendments to Standing Orders to ensure the terminology used in the Assembly's rules matches that used in the Public Finances Law. PPC understands that the Minister for Treasury and Resources has this matter in hand and that amendments to Standing Orders will be brought forward in the new term of the Assembly (once the Amendment Regulations are either in force or it is clear on which date they will come into force).
