PROPOSITION

THE STATES are asked to decide whether they are of opinion

to agree, in accordance with the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, to allocate £857,410 to the Jersey Community Foundation, the Association of Jersey Charities and Jersey Sport for onward distribution in support of the Island community. The allocation is to be as follows:

• 50% to the Association of Jersey Charities £428,705 solely for charities

• 30% to the Jersey Community Foundation £257,223 to be split between

• arts, culture and heritage (65-75%) and;
• applied science or applied research in the fields of engineering, biology, physics, chemistry or mathematics, provided that the funds are either to be used locally or for the direct benefit of Jersey, including any education from which local residents may benefit (25-35%).

• 20% to Jersey Sport £171,482 for sports and active lifestyles

MINISTER FOR SUSTAINABLE ECONOMIC DEVELOPMENT

REPORT

1. The proceeds of the Channel Islands Lottery have been distributed by the Association of Jersey Charities and the Jersey Community Foundation (JCF) successfully since 2020.
2. With local expertise and strong governance, the distribution of the proceeds has supported a significant number of local charities and organisations.
3. The proceeds have historically been split 50/50 between the Association of Jersey Charities and the Jersey Community Foundation with the JCF allocation divided between arts, culture and heritage, applied sciences or research and sport.
4. The allocated funds going to the Association of Jersey Charities are distributed solely to registered charities. The Association of Jersey Charities distribution fee will be used to support the sectors development and will not reduce the amount available for charities as they will match fund the amount used to support the sector development from other funds. Ensuring that the charitable sector is sustainable and continues to deliver key services is imperative.
5. The Jersey Community Foundation allocation is distributed on the following basis: 35- 45% of the allocation to arts, culture and heritage; 35-45% of the allocation to sports and active lifestyle; and 15 -25% of the allocation to applied science or applied research in the fields of engineering, biology, ecology, physics, chemistry or mathematics, provided that the funds are either to be used locally or for the direct benefit of Jersey, including any education from which local residents may benefit.
6. The 2023 Review of Sport and Physical Activity recommended that "when the conditions are appropriate, the function to distribute funding from the Channel Islands Lottery for sports projects should be given to Jersey Sport".
7. It is now deemed that the conditions are appropriate for Jersey Sport to be given the sports element currently managed by the Jersey Community Foundation. Both Jersey Sport and the Jersey Community Foundation are supportive of this transfer which will reduce administrative costs and provide better access for sporting organisations to seek support.
8. Each  distributing  entity  will  also  have  a  Service  Level  Agreement  with Government  to  ensure  proper  oversight  and  reporting  as  well  as  regular meetings with the Minister and Officers.

Financial and staffing implications

Subject to States Assembly approval, the Jersey proceeds from the Channel Islands Lottery totalling £857,410 will be transferred, as stated and as soon as is reasonably practicable,  to  the  Association  of  Jersey  Charities  (£428,705),  Jersey  Community Foundation Limited (£257,223), and Jersey Sport (171,482).
