REPORT

The King Scallop (Pecten maximus) has for many decades been one of the mainstays of Jersey's fisheries. While catches have risen and fallen in the past with changes to the fleet the current upward trend is at odds with other key commercial fisheries in Jersey. Catches have been in a steady increase since 2020 with a high of 1,020 tonnes in 2024 for Jersey vessels.

By increasing the size at which King Scallops can be legally harvested, it ensures that more individuals will reach sexual maturity and contribute to future generations. While increasing the minimum size might mean fewer shellfish are harvested initially, it ultimately leads to more sustainable and productive fisheries in the long run.

This minimum size increase comes at a time when the stock for King Scallop is high, further increasing the resilience in the stock and lessening the impact felt by fishers who rely on this species to make a living. All sectors (commercial and recreational) have been consulted with on this management measure and agree unanimously. This amendment also harmonises legislation in  the  Normano  Breton  Gulf  between  French  and  Jersey  vessels  offering  simplicity  for enforcement and trade of this species.

EXPLANATORY NOTE

These Regulations, if made, will amend Part 3 of the Schedule to the Sea Fisheries (Minimum Size Limits) (Jersey) Regulations 2001.

The minimum size of king scallop (Pecten maximus) that can be landed, sold, exposed or offered for sale or retained in possession will increase from 102 mm to 105 mm (measured across the broadest part of the shell).

These Regulations also correct the spelling of the scientific name for king scallop to "Pecten maximus".

These Regulations come into force on 5 December 2025.

THE STATES make these Regulations under Articles 6 and 29 of the Sea Fisheries (Jersey) Law 1994 –

1  Sea Fisheries (Minimum Size Limits) (Jersey) Regulations 2001 amended

These  Regulations  amend  the  Sea  Fisheries  (Minimum  Size  Limits)  (Jersey) Regulations 2001.

2  Schedule amended

In the Schedule, Part 3, for the item "Scallop (Pectin maximus)" and its entry in column 2 there is substituted –

Scallop (Pecten maximus)  105 millimetres measured across the

broadest part of the shell

3  Citation and commencement

These Regulations may be cited as the Sea Fisheries (Minimum Size Limits) (Jersey) Amendment No. 2 Regulations 202- and come into force on 5 December 2025.
