PROPOSITION
THE STATES are asked to decide whether they are of opinion
in pursuance of Article 44 of the Rates (Jersey) Law 2005, to appoint the following as members of the Rate Appeal Board from 1st October 2026 for an initial three-year term –

REPORT
The Rate Appeal Board is established under the Rates (Jersey) Law 2005. Members are required to hear and determine appeals against rateable values in accordance with the Law.
Under Article 44(2) of the Rates (Jersey) Law 2005 the Rate Appeal Board shall consist of neither fewer than 5 nor greater than 9 members appointed by the States on the recommendation of the Minister for Treasury and Resources. As such the Minister for Treasury and Resources is recommending the appointment of 4 members to the Rate Appeal Board bringing the total number of members actively serving to 9.

Appendix – Biographies Mr. Matthew Bedoe
For the last 9 years he has sat as a lay member of the Jersey Youth Court. He is also a money laundering reporting officer, Director, and Compliance officer for Annexio Ltd., with over 35 years' experience in compliance and over 20 years at Director level. He has also recently been appointed to the sit on the newly formed Rental tribunal.
Matthew has a solid understanding of the rates assessment and appeal process. He has a passion for transparency and fairness.
Ms. Daian Sumner
Daian Sumner was called to the Bar of England and Wales in 2004 and has practised as a barrister in England and Wales, the British Virgin Islands, and Jersey. She was admitted to the Roll of the Eastern Caribbean Supreme Court in 2016 and holds dual UK / USA qualifications as a civil and commercial mediator.
Her median and litigation practice covered a broad range of commercial and chancery matters, including inheritance, land, and contract disputes, insolvency, fraud, asset tracing, and trust litigation. Through working on significant multi-jurisdictional cases in Jersey, she developed a practical understanding of the island's legal system, financial services sector, and regulatory environment.
Mr. Olawale Bello
Mr. Olawale Olumide Bello is an accomplished finance and corporate reporting professional with about 14 years of experience spanning strategic financial advisory, financial reporting and Control, banking, treasury management, corporate finance and regulatory reporting.
He currently serves as Financial Reporting and Control Manager at Royal Bank of Canada Wealth Management in Jersey, where he oversees statutory, management, Board, head office, and regulatory reporting functions.
Mr. Bello holds a First-Class Honours degree in Actuarial Science from the University of Lagos and is an Associate Chartered Accountant (ACA). He is also a CFA Level II candidate.
Mr. Mubashir Shaikh
Mubashir is a qualified Chartered Accountant, holding ACA (Pakistan) and ACCA (UK) designations. He recently established his own freelance business, providing accounting and advisory services to SMEs and private individuals, and serves as a nominated director of JIFK Li mited in Scotland.
He has extensive experience in financial services, including roles with leading fund service providers and Big Four firms, managing complex client relationships across private equity and multi-jurisdictional structures.
Mubashir is known for his strong leadership, stakeholder management, and ability to drive operational improvements, enhance service quality, and deliver effective governance. He builds trusted relationships with regulators, investors, and boards, combining technical expertise with commercial insight to support sustainable growth.
