PROPOSITION
THE STATES are asked to decide whether they are of opinion
to appoint Mr. David Postlewaite as a non-States Commissioner of the Jersey Overseas Aid Commission effective from 20 October 2026 until 20 October 2029, in accordance with the Jersey Overseas Aid Commission (Jersey) Law 2005.

REPORT Introduction
Following the establishment of the Jersey Overseas Aid Commission (Jersey) Law 2005, the Law requires the Chairman, in making nominations, to use his or her best endeavours "to ensure that the Commissioners shall be a diverse and balanced group of people in terms of gender, age, experience and skills, who share a commitment to the promotion of the objects of the Commission".
The present States Commissioners are, in addition to Deputy C.F. Labey of Grouville and St. Martin as Chair – Deputy A Maltman of St. Mary , St. Ouen and St. Peter and Senator M Le Hegarat ; and the non-States Commissioners are Mr. A. Calvert , Ms. T. Morel and Ms J Hulme who serves as Vice-Chair.
Selection process
Members are advised that in order to ensure that this new appointment of a non-States Commissioner has been made in a fair and transparent manner, the selection process was undertaken in accordance with the procedures for such appointments established by the Jersey Appointments Commission, with a JAC Commissioner involved at every stage of the selection process.
The Jersey Appointment Commission has accordingly confirmed its support for the nominee, Mr David Postlewaite. Mr David Postlewaite will replace Commissioner Alistair Calvert , who is stepping down from his duties on 23rd September 2026.
Mr David Postlewaite: background to appointment
Mr D. Postlethwaite is a Jersey-based sustainability and governance professional with more than 17 years' experience in corporate law, finance and sustainable development. In his most recent role as Director and Head of Sustainability Services at KPMG Islands Group, he has advised governments, international organisations and development agencies on sustainable finance and impact initiatives. A qualified solicitor of England and Wales and former avocat at the Paris Bar, Mr Postlethwaite has held senior roles with Jersey Finance, TMF Group, Mourant and Hogan Lovells. He has served on the Management Board of the Jersey Teachers' Superannuation Fund and was a founding trustee of the Greening Jersey Trust.
His experience includes governance, risk management, sustainable investment, impact measurement and international partnership development, including work with UNICEF and other international organisations. He was awarded the Institute of Directors Jersey Sustainability Director of the Year in 2026.
The Non-States Commissioners all serve in an honorary capacity and give many hours of their time freely to assist the work of the Commission. We would like to thank Mr. Calvert for his contribution to JOA.
