Question

"Further to the adoption of Evidence-Based Energy Strategy' (P.11/2025), as amended, and the request that the Council of Ministers develop and begin implementing such a strategy for Jersey by 31st December 2026, will the Minister –

1. provide an update on the status of the strategy and advise whether it remains on track to be developed and to begin implementation by 31st December 2026;
2. detail what progress has been made since the response to WQ.360/2025, including on stakeholder engagement, and advise whether any of the reports mentioned in that response have identified findings that will shape the strategy;
3. advise whether the change in Ministerial functions described in R.106/2026 will have any impact on the responsibility or timeline for this work; and
4. state when a draft or summary of the strategy will be made available to the Environment, Housing and Infrastructure Scrutiny Panel and the Assembly?"

Answer

1. The energy strategy currently remains under development and is on track in accordance with P.11/2025. I endorse the comments of my predecessor (P.11/2025 Com) that the energy strategy should provide a high-level vision and long-term roadmap for how energy should be managed, supplied and used over time in Jersey, set broad goals, identify key themes, priorities and areas of tension, provide a framework for decision-making and identify further policy development in areas such as legislation, regulation and specific policy actions to implement the strategic intent.
2. Work has continued to analyse appropriate evidence, including information from energy suppliers and the development of an energy forecast and potential future scenarios. Officers are in the process of developing potential policy approaches to the issues raised. This work will continue through to the end of Q3 2026 and at that point it will be further considered how best to engage on a draft strategy with stakeholders, including the Environment, Housing and Infrastructure Scrutiny Panel, during Q4 2026.

The  Energy  Trends  report,  C&AG's  review  of  energy  infrastructure  resilience,  the  JCRA Electricity Market Study, the Carbon Neutral Roadmap and the report on the potential of offshore energy for Jersey have all provided evidence that will shape the strategy. The Energy Trends Report 2025 is due to be published by the end of August which will provide up-to-date energy trends data.

3. No. It is not currently envisaged that there will be any change in responsibility or timeline.
