Question

"Will the Chief Minister advise what work, research or reports have been commissioned from the Policy Centre Jersey since its establishment in August 2023 by any department or body within the Government of Jersey, providing –

the title of each piece of work, the commissioning department and the date commissioned;
the cost of each piece of commissioned work;
which of these pieces of work have been published and where the public can access them; and
for any unpublished commissioned work –

the reasons it has not been made public; and
whether there is a timetable for publication of any outstanding work and, if not, why not?"

Answer

Two reports have been commissioned from the Policy Centre Jersey since its establishment:

One report related to planning and reducing regulatory costs, and another on reducing red tape for local businesses. These were commissioned by the Cabinet Office in August 2025.
Total cost: £22,000
Both are currently unpublished pending consideration by the new Council of Ministers.
Publication will take place following consideration by the new Council of Ministers. In the meantime, the reports will inform ongoing policy development.

In addition, payments of approximately £5,000 were made to the Policy Centre for their support in commissioning specialists in medical legislation and pharmaceutical practice to conduct an initial assessment of medicines and medical technology regulation. This work was commissioned by Health Care Jersey in November 2025. The work remains part of the ongoing policy process and the Minister for Health and Social Services will consider the best approach to publication of this work.
