WQ.166/2026
WRITTEN QUESTION TO THE MINISTER FOR INFRASTRUCTURE BY DEPUTY H. JEUNE OF ST. JOHN, ST. LAWRENCE AND TRINITY
QUESTION SUBMITTED ON MONDAY 21st SEPTEMBER 2026 ANSWER TO BE TABLED ON MONDAY 28th SEPTEMBER 2026
Question
"Regarding the Island's bid to host the 2035 Island Games, will the Minister advise –
- what the decision-making structure is for the bid and whether the Council of Ministers has approved its commitment to it;
- which infrastructure projects have been identified as required to deliver the bid, as distinct from projects being pursued regardless of the bid's outcome, and the estimated cost and funding source, whether public, private, or partnership, for each additional project;
- what assessment of accommodation capacity has been made, if any, and which hotels have been identified as accommodation for the athletes; and
- the timetable for submitting the bid to the International Island Games Association, and what infrastructure or accommodation commitments, if any, must be confirmed before that submission is made?"
Answer
- No formal bid has been submitted to the International Island Games Association (IIGA). The Council of Ministers agreed to submit an Expression of Interest at their meeting on 11th April 2024. Preferred bidder status will be assigned by the IIGA in 2028 before the submission of a formal bid at the 2029 IIGA AGM in accordance with the IIGA bidding process (Potential Bidding Islands | IIGA). Official agreement will be sought from the Council of Ministers in 2028 before a formal bid is submitted. It is important to note that, unless Jersey withdraws from the current process, preferred bidder status will be conferred on the island in accordance with the bidding process.
- The infrastructure requirements associated with a Jersey 2035 Games will depend on the sports programme ultimately selected. No decision has yet been made on which sports would be hosted. This will be determined in conjunction with the Island Games Association of Jersey, relevant sporting bodies and Government stakeholders. It is expected that some venue enhancements will be required to support a Games bid. The final sports programme will take account of a range of factors, including affordability and deliverability.
- No assessment of accommodation has yet been undertaken. It is anticipated that the bid will include a range of accommodation options to cater for varying budget requirements, including hotels, guest houses, B&Bs, youth hostels and campsites.
- Please see (a) above regarding submission of a formal bid. The 2035 Games will be awarded at the 2030 Annual General Meeting of the International Island Games Association. The bid document submitted in 2029 must include:
- Organising/Bid Committee details
- Proposed list of sports together with sports venues and facilities
- Travel options
- Accommodation details including number of beds available and price ranges
- Games budget (including Games delivery and capital costs for new/upgraded sports facilities)
