WRITTEN QUESTION TO THE CHIEF MINISTER
BY DEPUTY L.M.C. DOUBLET OF ST. SAVIOUR
QUESTION SUBMITTED ON MONDAY 21st SEPTEMBER 2026 ANSWER TO BE TABLED ON MONDAY 28th SEPTEMBER 2026
Question
"Will the Chief Minister provide any data regarding the demographic of people who are permanently leaving the Island; and if this information is not currently collated, will he provide any relevant data that is available from existing sources such as Education, Social Security, Revenue Jersey?"
Answer
The latest Population and Migration Report was published by Statistics Jersey on 23rd September and includes emigration rates (see Pages 30 and 31).
The Report is based on administrative data from departments, including Children, Young People and Education, Employment, Social Security and Housing, and Revenue Jersey. However, Statistics Jersey do not know whether someone has permanently left the Island.
In 2025, emigration continued to decline and is at its lowest level since detailed statistics began in 2017.
The interactive dashboard at Population | Statistics Jersey shows the numbers of people emigrating from Jersey, from 2017 to 2025, by age, sex, residential status and nationality. For example, emigration in each year by age group from 2017 to 2025 is as follows:
Year | Under 16 | 16 to 39 | 40 to 64 | 65 to 79 | 80+ | Total emigration |
2017 | 360 | 2,470 | 1,060 | 130 | 20 | 4,040 |
2018 | 400 | 2,340 | 1,200 | 150 | 30 | 4,130 |
2019 | 320 | 2,490 | 1,440 | 160 | 30 | 4,430 |
2020 | 340 | 1,970 | 1,290 | 230 | 40 | 3,870 |
2021 | 390 | 1,970 | 1,360 | 190 | 50 | 3,950 |
2022 | 440 | 2,040 | 1,360 | 210 | 20 | 4,070 |
2023 | 340 | 1,940 | 1,070 | 180 | 30 | 3,560 |
2024 | 330 | 1,760 | 1,180 | 180 | 30 | 3,490 |
2025 | 270 | 1,780 | 1,160 | 200 | 20 | 3,430 |
