WRITTEN QUESTION TO THE MINISTER FOR SOCIAL SECURITY BY DEPUTY M.B. ANDREWS OF ST. HELIER NORTH

QUESTION SUBMITTED ON MONDAY 5th OCTOBER 2026 ANSWER TO BE TABLED ON MONDAY 12th OCTOBER 2026

Question

"In relation to the Transform Programme which received £12,500,000 funding in the Government Plan 2023-2026, will the Minister advise the total spend to date, the expected cost of completing the Programme, and if the costs exceed the original funding approved, detail the cost variances and provide a reason for each?"

Answer

The Transform Programme is a multi-year programme, with work commencing in 2021 and scheduled to finish in 2028. The Budget 2027-2030 includes the most up-to-date programme budget of £30.6 million.

As at the end of 2025, the programme had spent £6.4 million. During 2026 the programme moved into delivery and so the rate of spending has increased. A further £3.4 million has been spent in 2026 (to the end of August), bringing total spend to £9.8 million

The programme is currently forecasting to deliver within the total budget of £30.6 million. The Transform programme is being rigorously managed to support the efficient delivery of the programme on time, and on budget. The Programme is in regular contact with the Social Security Minister with updates on budgetary and operational matters.
