WQ.189/2026
WRITTEN QUESTION TO THE MINISTER FOR PLANNING AND REGULATION
BY DEPUTY K.M. WILSON OF ST. CLEMENT
QUESTION SUBMITTED ON MONDAY 5th OCTOBER 2026
ANSWER TO BE TABLED ON MONDAY 12th OCTOBER 2026
Question
"Will the Minister provide an update on the plans for the Jersey Care Commission to begin regulating hospital services, ambulance services and Government-provided mental health services, including the timetable for inspections by the Commission?"
Answer
The relevant legislation came into force on 6 April 2026. Hospital services, ambulance services and Government-provided mental health services are required to apply for registration with the Jersey Care Commission (the Commission) by 6 October 2026. The Commission has been working with these services to support their preparation for regulation, including providing information on registration, statutory notifications and the inspection process.
Once registered, these services will be subject to the Commission's independent regulatory oversight, including statutory notifications and ongoing monitoring. A phased programme of inspections is planned to commence in 2027. The Commission will determine the timing and focus of each inspection, having regard to the information available following registration. Inspection reports will be published on the Commission's website following the Commission established approach to transparency and accountability.
The Commission's inspection handbook, service-specific standards and frequently asked questions are available on its website. The Commission plans to provide further comms/information about the scope of regulation and the inspection programme after the registration process has concluded.
