WQ.195/2026

WRITTEN QUESTION TO THE MINISTER FOR HOUSING BY DEPUTY L.V. FELTHAM OF ST. HELIER CENTRAL QUESTION SUBMITTED ON MONDAY 5th OCTOBER 2026 ANSWER TO BE TABLED ON MONDAY 12th OCTOBER 2026

Question

"Further to the Minister for Heal th and Social Services' response to Oral Question 83/2026 regarding the possible use of Andium accommodation for hospital construction workers, will the Minister advise –

  1. how many households were awaiting accommodation through the Affordable Housing Gateway (Gateway") as at 30th September 2026, broken down by priority band and bedroom requirement;
  2. what assessment has been made of the effect of vacant Andium homes and the reservation of accommodation for key workers or construction workers on housing availability and waiting times for Gateway applicants;
  3. what criteria and evidence will be used to determine that an Andium home is not required by local households before it is offered for hospital construction workers, including whether suitable Gateway applicants have first been offered the property; and
  4. what arrangements will ensure that homes reserved for future workers are reviewed regularly and made available to Gateway applicants where they are not required; and
  5. whether he will undertake to publish any assessment and allocation criteria?"

Answer

  1. As at 30 September 2026, there were 758 active households awaiting social rented accommodation through the Affordable Housing Gateway, comprising 267 households in Band 1, 43 households in the Partnership Pathway, 265 households in Band 2, 149 households in Band 3 and 34 households in Band

4. Whilst the total fluctuates, around half of applicants are existing social housing tenants seeking a transfer within social housing.

The bedroom requirement of households registered with the Gateway was 102 studio households, 450 one-bedroom households, 124 two-bedroom households, 117 three-bedroom households, 57 four- bedroom households and 8 five-bedroom households.

  1. The proposal is being developed by the Minister for Heal th and Social Services, for which we have not discussed to secure its principles. We intend to meet to progress discussions soon.
  2. As above, I have not yet been afforded the opportunity to evaluate this. I would however fully expect any urgent housing needs from the Gateway (i.e. Band 1 applicants) to be prioritised, and there to be a clear mechanism to ensure communication between the Housing Advice Service and those charged with allocating outside of the Gateway, to ensure Islanders are not left without housing.
  3. Arrangements have not yet been developed, but I will naturally wish to ensure appropriate arrangements are in place, with the use of homes for local people maximised.
  4. Until I have been briefed on the proposed approach and reached an agreement in principle with the Minister for Heal th and Social Services, I'm not in a position to publish information that I do not hold or own. I do however commit to ensure appropriate transparency of arrangements.
