31 July 2020 Dear Mike,
Re: Investigation into the establishment of a digital register of landlords and tenants [P.82/2020]
Thank you for your letter dated 24 July 2020.
In regard to the investigation tasked to the Council of Ministers by the Assembly following the adoption of P.82/2020, I can confirm that officers are in the process of preparing the required report ahead of the 1 September 2020 deadline. It should be noted that the specific legislation which Deputy Huelin highlighted in his proposition are not within my remit, therefore, the Ministers responsible for the legislation should be contacted for further information at this stage. I would note that I expect officers within the Environmental Health team who are supporting P.106/2019 to be consulted during the drafting of the report as part of any other legislation or data source deemed relevant'.
Furthermore, since receiving your letter, you will have had early sighting of P.106/2019 Amd.4 which has been lodged in preparation for the debate in September. The next step I will be taking is to request that my officers arrange a States Members Briefing ahead of the debate; I am currently considering sometime during week commencing 24 August.
I hope that this letter is of some assistance and please do not hesitate to contact me if you have any further questions.
Yours sincerely

Deputy John Young Minister for the Environment
