I am writing further to your proposed amendment to P.33/2021 which was lodged in the States on Monday 12th July 2021.

The Panel recently met with both the Jersey Tenants' Forum (JTF) and the Jersey Landlords' Association (JLA) to gauge their views on the adoption of P.20/2021 which we understand your amendment to P.33/2021 seeks to address.

From our discussion with the JLA it was apparent that there were areas of P.20/2021 which they felt could be amended to achieve a middle ground, with the potential for this to be acceptable to all parties concerned. We understand that it is the JLA's desire to attend a meeting with you to discuss their proposed amendments, prior to a debate taking place on P.33/2021.

In light of this, we feel there would be merit in you agreeing to defer the debate on P.33/2021 until the 5th October 2021 States sitting, to allow sufficient time for you to meet with the JLA, consider their proposed amendments and decide whether there is a workable solution for all stakeholders involved. This would also enable sufficient time for the Panel to undertake our role in scrutinising your proposed amendment in line with the views expressed by Jersey Landlords' Association and other stakeholders.

Given that the States debate is scheduled to take place next week, on 20th July, the Panel would be grateful to receive your response before midday on Monday 19th July 2021.
