Dear Deputy Chief Minister,

Clarification on Funding and budgets for Our Hospital Project

As you will be aware, it is the Panel's intention to conduct a review on the Outline Business Case which, according to the timelines released by the Our Hospital Project Team, is scheduled to be presented to the States along with proposals for financing the project in July 2021.

The Panel would be grateful if the following information could be provided to assist its understanding of the current position:

• The total funding allocated to meet Our Hospital project costs to date over and above the £20 million of funding included in the Government Plan 2021 - 2024

• Details of any additional and previously unauthorised funds which will be required prior to the financial debate of the project

• A breakdown of the accounts for the Our Hospital project spending to date

• The interpretation of the Public Finances (Jersey) Law being applied in relation to planning and authority to spend

• The financial decision-making timelines

• The justification for making financial commitments prior to receiving planning permission for either the Overdale site or for the Reprovision of Services at Les Quennevais

• The approval process being used for funding required in relation to the refurbishment of the Les Quennevais site and its long-term value; and

• Confirmation of the defined spending envelope specific to the project.

Further, the Panel request that going forward it is provided with a monthly update on spending and projected changes to costs.
