Work Permit Holder Welfare Review Panel

You will be aware that the above Panel is currently collecting evidence and information in relation to its review of the welfare of work permit holders living and working in Jersey. The Panel has noted some evidence of difficulties encountered by work permit holders travelling with passport stamps issued by the Jersey Customs and Immigration Service (JCIS).

You will recall from a Quarterly Public Hearing with the Children, Education and Home Affairs Scrutiny (CEHA) Panel on 27th April 2023, that the CEHA Panel asked a question about the provision of passport vignettes for work permit holders arriving in Jersey, and was informed that, "it would be prohibitively expensive for Jersey to go down the line of producing their own vignettes because it is a very small amount of people, it is really not many at all, so the way that we have been doing it is trying to increase information". The Panel also note that a "wet stamp" is used by JCIS as an alternative to a visa vignette.

The Panel would be grateful if you could provide responses to the following questions:

Has the cost to JCIS of issuing passport vignettes been quantified?
1. If so, please could you provide a breakdown of the costs involved?
What is the current cost to JCIS of issuing a wet stamp as an alternative to a visa vignette?
How many work permit holders are currently issued passport wet stamps?
Please can you outline what steps have been taken to increase information' in relation to the use of passport wet stamps?
Has JCIS recorded data or feedback about the use of passport wet stamps?
