The Panel considered a request from the Chairman to conduct a review into the Island's international tax agreements with the OECD and the EU. Further to its
decision on the 15th March 2007 to include this matter in its Zero/Ten Review, the Panel agreed that the matter was
not related to Zero/Ten, and that it should therefore be the focus of an independent Scrutiny Review.
