1.  Records of Meetings

The PAC approved the records of the meetings held on 15th December 2025.

2.  Conflicts of Interest

No conflicts of interest were raised by the PAC.

 

3.  Pre-hearing Discussion

The PAC discussed the question plan for the quarterly public hearing with Andrew McLaughlin, Chief Executive Officer, Government of Jersey (the CEO) due to take place that day. The Committee divided up question plan areas and agreed the plan as amended.

 

4.  Quarterly  Public  Hearing   Chief  Executive  Officer,  Government  of Jersey

The PAC received the CEO for a quarterly hearing at 1:00pm. The proceedings where webcast live on the States Assembly website and a recording was made so that a transcript could be produced

 

5.  Post-hearing Discussion

The PAC discussed the quarterly public hearing held that day and agreed that a social media post would be drafted outlining key themes.

6.  Meeting Chair

The Chair, Deputy Inna Gardiner , gave apologies and withdrew from the meeting. The PAC agreed that Deputy Karen Wilson would act as Chair for the remainder of the meeting in accordance with Standing Order 134 (5).

 

7.  Education Reform Programme

The PAC noted the Executive Response to the Comptroller and Auditor General report: Education Reform Programme [R.159/2025 Res.]. The Comptroller and Auditor General outlined that they would be discussing R.159/2025 Res. with the Jersey Youth Assembly and the Committee agreed that it would consider any potential comments following that discussion.

Members  of  the  PAC  expressed  an  interest  in  attending  the  Jersey  Youth Assembly as observers and requested that arrangements be made if this was a possibility.

8.  Comptroller and Auditor General Update

The PAC received an update from the Deputy Comptroller and Auditor General (C&AG) in relation to the 2026 Audit Plan, planned Key Performance Indicators for 2026 and other Jersey Audit Office matters.

 

9.  Arm’s Length Bodies, Grants and Subsidies Review

The PAC discussed the Arm’s Length Bodies, Grants and Subsidies Review and was informed that a draft report was in production. The Committee requested that the Officer follow up discussion of relevant recommendations in the quarterly hearing with the CEO that had taken place that day and ensure that any points raised be included within the draft report, which was in production.

10. COVID-19 Follow up Review

The PAC noted the launch of the COVID-19 Follow up Review and agreed no further action was required at that time.

 

11. Future Meetings

The PAC noted that its next scheduled meeting was due to take place at 12.30pm on Wednesday 28th January 2026 in the Blampied Room of the States Building.
