Statement issued on Commissioner for Standards Investigations

States Assembly

4 November 2026

The Privileges and Procedures Committee (PPC) has presented a report on two investigations by the Commissioner for Standards following complaints against two former members of the Assembly who did not stand in the June 2026 elections.

As is the case for all complaints to the Commissioner for Standards, an objective review of the evidence has been undertaken by the Commissioner and her findings have been reported to the PPC.

The PPC has accepted the Commissioner’s findings and concluded that issuing a statement regarding the complaints is both necessary and proportionate in the circumstances. It considers it of utmost importance that public transparency is maintained and that all Members are held to account under the established complaints process for the time they are in office.

In preparing the document, careful consideration has been given to data protection requirements and the privacy of those involved, while balancing the need for openness and accountability.

Deputy Carina Alves, Chair of the Committee, said: “It is important that information arising from this process is published where it is in the public interest to do so. Transparency is essential to maintaining public confidence and trust in the Assembly's standards framework and in the way that complaints are handled.

“While we are mindful of the individuals involved and that they are no longer in elected office, the Committee has a responsibility to ensure there is openness and accountability in the process. I am pleased to see the complaints procedure operating as intended, demonstrating that concerns can be considered independently and thoroughly.

“On behalf of the Committee, I would like to thank the Commissioner for her ongoing professionalism and commitment to maintaining high standards and adherence to our Code of Conduct.”

While the Committee will not comment on individual matters, it can confirm that it has been in correspondence with both former Members about the complaints made against them since July 2026 and that they were notified in advance of the report being published.

The Committee will continue to fulfil its responsibility of overseeing standards in public life and supporting a fair, robust and transparent complaints process, in accordance with the Code of Conduct and Data Protection Law.
