PRIVILEGES AND PROCEDURES COMMITTEE

REPORT

The Privileges and Procedures Committee has already presented its comments on Deputy Troy 's proposition to the States (P.196/2003 Com. – presented on 13th January 2004) and has suggested it would be preferable if the proposition was withdrawn so that this issue could be considered in the context of the overall work being undertaken by the Committee on freedom of information.

If the States do nevertheless agree to consider the proposition, and it is adopted, the Privileges and Procedures Committee will be charged with overseeing the administration of the register of reports. The Committee is of the opinion that that the deadline of 1st March 2004 is unrealistic. In order to set up the system properly the Committee believes that three months from the date the proposition is accepted is a much more realistic target to enable the necessary systems to be put in place.

There are no additional financial or manpower implications arising out of this amendment.
