CODE OF PRACTICE ON PUBLIC ACCESS TO OFFICIAL INFORMATION: REGISTER OF REPORTS (P.196/2003) – COMMENTS
Presented to the States on 3rd February 2004 by the Policy and Resources Committee
STATES GREFFE
COMMENTS
The Policy and Resources Committee supports parts (a), (b) and (c) of this proposition because it feels that the introduction of a register of reports will make a positive contribution towards the openness and accountability of government, both of which are key objectives of the government reform programme.
The Committee does not support the proposal that this initiative should take effect from 1st March 2004, but agrees with the view stated in the amendment of the Privileges and Procedures Committee that three months would probably be a more reasonable period to allow for its implementation.
