COMMENTS

The Report and Proposition, if approved would require resources from all departments in order to register departmental and third party reports with the States Greffe. Whilst the associated cost is not significant, the Committee is concerned that it represents another good example of a proposal to the States to increase bureaucracy and costs.

The Finance and Economics Committee would require any such resource to be met from within existing Committees cash limits or if necessary requested as a growth bid to a future Fundamental Spending Review.

The Finance and Economics Committee notes that the Privileges and Procedures Committee indicates that a bespoke IT system would be required for this purpose which would have a further financial consequence, the cost of which is unknown, and for which the funding is not available.

Furthermore the Committee supports the assertion of the Privileges and Procedures Committee that this issue would be better addressed within the overall context of a Freedom of Information Law.
